1838 Doktortitel in Medizin nach einem Studium in Paris und Edinburgh
ab 1841 Dozent und Professor an der Government School of Mines and Science Applied to the Arts in London
seine Beschäftigung mit Fotografie zusammen mit John Spiller, führte zu einer Veröffentlichung und einer Ausstellungsbeteiligung
"Amongst Professor Percy’s many scientific innovations was a means of extracting silver from photographic paper waste. Surviving images point to him showing an early interest in stereoscopy and the Wheatstone Reflecting Stereoscope, producing images for this instrument contemporaneously with Roger Fenton and others."
